New QMS Certification Rules to Take Effect from January 2026!!
Critical to Certificate Validity!
Dear TDC Certified Clients and Relevant Parties,
The State Certification and Accreditation Administration (CNCA) has issued the "Quality Management System Certification Rules" (CNCA-QMS-01:2025), which will be officially implemented on January 1, 2026! Below are the core points to ensure the continuous validity of your certificate:
1.Possess valid and legal subject qualifications;
2.Complete all required administrative licenses (within the validity period);
3.Establish a QMS in accordance with standards and ensure it has been in operation for at least 3 months;
4.For organizations whose certificates were suspended/revoked due to their own reasons, reapplication is permitted after 1 year;
5.For organizations whose original certification body’s qualification was revoked, reapplication is permitted after 3 months;
6.Not ordered to suspend production or business operations;
7.Not included in the list of serious illegal and untrustworthy entities;
8.No major quality accidents leading to ordered production suspension within 1 year;
9.No unqualified national inspections for products within the certification scope (or completed rectification if unqualified) within 1 year.
1.Certification Fees: Must be paid directly by the applicant to the certification body; third-party payment is prohibited;
2.Organizational Responsibilities: Provide true and accurate materials, promptly notify of any changes, and bear the risk of certificate invalidation due to the revocation of the certification body’s qualification.
1.Surveillance Audit: Interval shall not exceed 12 months (the first audit after initial/re-certification must be completed within 12 months);
2.Audit Duration: 1 person-day = 8 hours; increasing working hours to reduce person-days is not allowed; if working hours are less than 8 hours, the audit period must be extended;
3.On-site Audit: Must be conducted during normal production/service operations;
4.Opening and Closing Meetings: The top management must attend; absence requires prior written authorization of senior management with stated reasons;
5.Top Management Audit: Failure to promote QMS implementation will result in audit failure;
6.Audit Termination: Audit will be suspended in 4 scenarios: non-cooperation, absence of senior management, inconsistent materials, or inability to complete the audit;
7.Initial/Re-certification: Interval between Stage 1 and Stage 2 audits shall be 5 days to 6 months (re-audit required if overdue); re-certification must be conducted on-site and completed before the expiration of the original certificate (certificate becomes invalid if not completed on time; reapplication after invalidation shall be handled as initial certification).
1.Prohibition of Use: Certificates shall not be used after suspension, revocation, or cancellation;
2.Product Labeling: When displaying the QMS mark, the organization must simultaneously indicate "The certified organization has passed QMS certification" and the name of the certification body;
3.Status Decision: The certification body shall issue a decision on certificate suspension/revocation/cancellation within 5 days; organizations must closely monitor their compliance status.
1.Self-inspect Qualifications: Verify compliance of legal subject status, administrative licenses, credit list, etc.;
2.Adjust Payment Method: Change from third-party payment to direct payment if applicable;
3.Plan Audits: Check the certificate issuance date and arrange surveillance audits in advance; communicate to extend the audit period if working hours are less than 8 hours;
