Spirit of the "Senior Management Comprehensive Ability Improvement Training" Course for Certification Bodies
On March 27-28, 2023, the first "Senior Management Comprehensive Ability Improvement Training" for certification bodies, organized by the Certification and Accreditation Administration of the State Market监督管理总局, was held in Beijing. The HR Department of 3D Certification (Jiangsu) Co., Ltd. participated in this training.This training mainly focused on analyzing and interpreting common issues faced by certification bodies in the following areas:1. Interpretation of the latest policies for certification body qualification approval2. Capacity building for key positions in certification bodies3. Analysis of common issues in "double random, one public" inspectionsThe certification industry, classified as a "high-tech service industry, technology service industry, and production service industry," has been listed as a "national strategic emerging industry." Since the 18th CPC National Congress, the CPC Central Committee has attached great importance to certification work. General Secretary Xi Jinping has made 5 important instructions involving certification work. Currently, there are 1,176 certified institutions and 56,000 legal entities nationwide, with a certification coverage rate of 1.73% and 84,000 certified personnel, indicating significant market potential and bright employment prospects in the certification industry.However, we perceive a decline in the social status of auditors and the重视程度 of enterprises toward certification work. This is mainly due to two reasons: first, auditors lack sufficient technical expertise, applying a one-size-fits-all approach without truly helping enterprises establish system awareness or identify/solve problems; second, some individuals prioritize profit over regulations, operating on the edge of legal boundaries, which has fostered a habit among enterprises of "paying for certificates."To address these issues, institutions must prioritize training for certification professionals and cultivate a learning mindset. Frontline auditors should maintain an "apprentice" attitude, humbly learning from each audited enterprise to enrich their expertise and earn respect through competence.The CNCA has also intensified regulatory efforts. In 2022, during the "double random, one public" inspections of certification bodies, 260 certification bodies were randomly selected. Among them, 12 were suspected of violations, and 24 had general issues (receiving administrative warnings or rectification orders). In audit activity monitoring, multi-dimensional data such as auditor annual audit day rationality, scheduling合理性, auditor-to-certificate ratio, and annual certificate growth rate were analyzed using statistical methods. Monthly data monitoring was conducted, resulting in 7,463 institution-month observations. In 2022, 33 "Risk Warning Letters" were issued, and strict penalties were imposed on suspected violators.Based on "double random, one public" inspection results, the CNCA identified common severe violations by certification bodies:1. Issuing false certification conclusions (e.g., false certificates, documents)2. Issuing severely inaccurate certification conclusions (e.g., misleading certificates, documents)3. Adding, omitting, or skipping mandatory certification proceduresThe training also emphasized the issue of certification personnel credential fraud. Moving forward, the association will strengthen industry self-regulation and crackdown efforts. The two-day professional training has shown state recognition for the certification industry, instilling confidence and momentum for steady development. It also demonstrates the CNCA's determination to eliminate bad actors and foster a healthy competitive environment.
